Kitchen drain pipe connection

Can you tell me if this setup right below the right side of the kitchen sink is a normal setup? I’m thinking it should have a straight piece coming down first. Also, would it require a slip joint washer?

Those can be direct connect. It’s called a flanged tailpiece washer. I’m sure there are other names for it.
 
So it’s optional to use the flanged tailpiece washer? When would I need to use the washer as opposed to not using the washer and doing a direct connect?

The washer is not optional. It’s inserted between the pipe and the sink basket drain.

All tailpieces and direct connect sink drains use a flanged washer or a washer of some type, it’s typically flanged.
