Is this an old septic system?

Hi everyone,

I posted this photo this morning in the wells thread and was told by most they believe it is a septic tank.

This concrete tank is about 3 feet away from the back of my house and was buried when I purchased my home in January. We are on city sewers and the neighbours have told me this was always the case so they don't understand why a septic would be there.

I uncovered it attempting to dig out a garden at the rear of my home. Once uncovered I took the lid off part way and saw that it is completely full to the top with water and then closed it back up and fenced it off.

I'm hoping someone can identify this and I am also looking at suggestions on what to do with it now, as I have no experience with this sort of thing.

Have it pumped out and if it’s not in use, fill it with dirt.

Perhaps it was used for grey water collection, to water the lawn?

typically septic tanks are several feet away from the house depending on local by laws .
