Is a non-inspection chamber acceptable, just using rodding eyes?

Hi

I now live in Africa, the new way of pluming a house here is:
have a rodding eye top of the run, underground Y's or T's for the junctions, every so often have another rodding eye.

This means one cannot know where a blockage can be, you can only rod oneway, it could lead to enviromental issue when these caps are removed.

They do have regulation here but they are abused nothing is done if they are wrong.

Just asking the out side world are these system been allowed else where?

Usually you would know basically we're the stoppage is if the fixtures in the bathroom Bubble, it's there if the kitchen sink bubbles, it's there, if nothing drains it's the main, we have cleanouts a directional changes,were the pipe enters the wall from a fixture, a metime there's one or two on a longer run
 
We don't use that term "rodding eye" in USA (as far as my experience).
Cleanout is the term most often used here.
We have a variety of Two way cleanouts that we can use.
Pics might help, but here, outside dwellings, loose caps are often utilized to allow overflow outdoors so that indoors stays cleaner.
Don't understand specifics of your question.
