How do I replace this flange

Instead of cutting the old bolts, I decided I would just replace the wax ring and put in new, break off bolts so the caps would fit. However, when I pulled off the toilet, I see the bolts were glued to stay up. The flange is broken in both bolt locations. I bought a replacement ring. It wouldn't go over the old ring like some videos show. (I might have pick up the wrong ring) Do I just need to remove the old ring by grinding or does it also require the pvc (or ABS) to but cut out. Also, I used silicon to hold up the new bolts so I could reseat the toilet. The bolts turn so I can't get them very tight. Is that bad? It is not leaking but I know this is not a long term situation. (btw - this is a 2nd floor condo)

Pic you posted is impossible to get detail from but:
We have to carry many styles and types of rings. There are no specifics, just what works and fits.
Often we do remove the ring, sometimes screw on top (rare).
The fact that the bolts spin is bad, but not short term.
 
Looks to me at least part of the flange is below the tile. The back half.

I’d probably be cutting all that out and starting over. Maybe even new tile.
