Hot Water Heater Drain Leaking

2-3 drops at a time. I asked the tenant to hand tighten it and she said it's leaking more now. Do I crank this thing as tight as it'll close or should I drain a little out and then just re tighten it? Thanks in advance.

Go to hardware store and buy a hose thread cap. Just cap it until you need it.
