Horizontal branch sanitary connections at the base of a sanitary stack

Hello,

There is high rise building, 5 stories - and there is a 4" sanitary riser serving restroom groups on each level - isn't the code that you shouldn't connect horizontal branch sanitary piping on the lowest level within 10 pipe diameters of the base of the stack? At least shouldn't connect it within 10 stack pipe diameters downstream of the base of the sanitary stack./

Never heard of it. towns do have their own little quirky plumbing codes
it could be that. but i know it is not a rule in either the UPC or the IPC code that is accepted in all 50 states of the US
