I think this is some kind of heat exchanger.

Guy I know bought a house. Was Vacant for over a year.
There is an electric water heater under the house.
There is a mess of piping on top of the heater that looks like piping from a solar system but no solar.

. . . . . . . . . This could get long so I'll cut short.

May have had solar (found some abandoned lines in an attic)
There is a spa in the patio deck.
The 2 larger lines, going into the sides of the chrome box, go to/from the spa with the pump on the right.
The 2 smaller lines loop back to the WH with the other pump.
This may have been part of the solar panel loop.

It looks like it may have been used to heat the spa with solar via the chrome box ( heat exchanger ).
But there could not have been much of an exchange occurring in such a small box.

I'm going to be cutting it all loose and installing a new WH to the Domestic house water system only.
There's a couple hundred feet of scrap copper that's coming home with me.

Has any one ever seen a set up or a heat exchanger like this?

Looks like it was set up for indirect hot water as you would have with a boiler. I can't say much for solar, since my area rarely sees the systems, but would seem to be similar piping.
Enjoy the copper bounty.
