Faucet Filter or Pipes?

Hello folks

If you look at the below video gif, you will see my bathroom faucet. When you turn it on, there is a black slimy string that flows out. As soon as you close the faucet, it disappears back to the shadowy realm from which it came!!

It's been cleaned since and i have noticed any more but is this simply a filter cleanliness issue? Or is it the pipes in the house that need a deeper cleaning?

I rent and the landlord just unscrewed the filter piece at the end and didn't notice anything out of the ordinary beyond just simple cleaning. I'm wondering if there is a larger problem where the pipes needs to be flushed out or something.
