While rare, yes, I have seen it, and in my reading of the code, it can be done.
IPC only requires that horizontal vent piping be 6" or more above the rim of the fixture. Also, you need to be sure that there is not an openable window on a higher floor anywhere near the vent termination, and that the vent termination is 6" or more above the lowest part of the roof line.
