This is an age 20+ Delta centerset faucet, single "crystal" handle.
Untouched since installed, but needs new seals at this point.
The screw-down cap holding down the inner parts, ball, etc. is frozen, pipe wrench won't loosen it, faucet moves instead.
Any tips on how to get it motivated? ;)
 
I cut the cap off. Dremel works well, wear safety glasses.

If you’re not careful you’ll ruin the faucet.

Since I don't own a Dremel, and, a new chrome cap would be $15-to-$20+
A new faucet is the better option.
 
Have a new cap coming from our customer service (lifetime warranty) friends at Delta, they're also supplying new seals & springs. Since I removed the faucet from the vanity top, I'm going to see if soaking it in vinegar will free up the cap.
 
Try putting on some rubber gloves that grip well and use just your hands. Or use a rubber jar opener.

If you use pliers, be careful and don’t Squeeze the cap. Grip as high as possible on the cap. If you squeeze it then it’ll never unscrew
