Spigots will work fine anywhere either before or after the bladder tank. Water can go either direction from the tank. The only difference would be elevation.

Here in Florida, more tanks are outside than inside. And the ones inside are usually in a shed. You just have to watch for freezing.

With bladder tanks bigger is always better. You can also go with a Constant pressure valve. Then the tank size isn't as important. The cistern has to be large enough to house a submersible pump and large enough to give the required water needed in the home with the amount of water that is refilling it from the city. Maybe 500 gallons or bigger.
