Compression ring puller does damage?

Working a bathroom remodel and the master plumber told me never to use a compression ring puller (see photo) because when you pull that fitting off, it’s on so tight it will shrink the diameter of your copper line. This makes it less likely the new compression fitting will have a tight connection with the brass o-ring to the shutoff.
Is this true? Does it actually cause damage that could risk leaking or worse a shutoff popping off?
 
It depends on the degree of tightness of the original compression ring.
Often it can be fine, and sometimes not fine.
 
Whenever you can, just clean up the brass ferrule and re-use it, along with the compression nut trapped behind it.
As long as they are compatible with the new valve you are installing.
Faster and easier.
No need to damage the copper pipe, or try to cut off the old ring, or shorten the pipe.
