Closet flange USA-EU

Im newbie her. Please give me advice.

Im in Europe (Latvia) We have drain pipe 110mm (looks like 4 inch)

I have Eljer closet seat http://www.eljer.com/productDetail.aspx?id=2489 with 3 inch toilet outlet.

Can You please me give some link or advice - what kind of type closet Flange i need (accessories - srews, wax -yes or no) i need?

what is the pipe? pvc [white] abs [black] or cast iron [black metal]

It's pvc pipe. It's not finished at this moment, but I put all pipes connections for example how they look

A 3'' closet flange. will fit inside a 4'' pipe and be snug enough to glue
install your plumbing, as you have shown
after you have installed your finished floor
cut the 4'' pipe off flush with the finished floor
glue a 3'' closet flange inside the pipe

yes, you need a closet flange and some kind of seal whether it be wax or waxless. Your choice.
