Can I use boiler sealer in my water heater

What if I hook drain to hot outlet of tank to the drain then open drain and circulate water in tank for a while then flush the tank a few times
 
If the tank is leaking it won't be long till it turns into a flood! There is no way to fix a leak in a hot water heater. You should make sure it is the tank and not a fitting on top. How much could you afford? Here is an electric water heater for $190.

Add at least $50 for plumbing fittings.
You will have to pickup and install yourself or find someone willing to help you.
