There is a brass colored ring in the angle stop that prevents the connection from getting close enough to thread. Any ideas?

Remove the Teflon from those threads..

Then screw the nut down and snug it up. Turn water on and check for leaks.

Do not over tighten, you can always snug it up a little if you have a drip.

I can't start it from threading. The brass ring part makes it impossible to connect the two.

Look at the cold line on the faucet, is it the same ?
If there’s something that’s not suppose to be there I suppose you need to remove it.

Post up some more pics from different angles.

Do not use the brass piece or chrome nut that came with the new stop valve.

What you need is already built onto the faucet hose

That’s right, screw that directly onto the stop valve without anything else.

The mesh screen is a filter and the black rubber is what seals the water line to the valve.

It doesn’t have to be super tight. Snug it up then test it.

You’ve caused some damage to the black gasket. It may not seal now. May need to get a replacement.

No teflon tape needed.
The threads only provide mechanical connection, they pull the parts together and hold them tight.
The rubber in the hose connection seals against the smooth face of the connection from the shutoff valve.
Like a garden hose seals to a hose bibb.
The brass ferrule is not needed, that is only used for a compression connection, throw it out.
