Bypass upper element?

I have a Marathon MR2045 B hot water heater which is 7 years old. I have no continuity in the upper element. I have continuity in the lower element which reads 13.5 ohms. I am waiting for parts to replace both elements which will take a few days. In the mean time, can I safely bypass the upper temporarily to get hot water?

For some reason which I don't understand, when I turn on the power, I am getting continuous power to the lower element. I assume the upper must be shorted. I replaced the upper thermostat which tested bad with a new one. I am currently heating the tank by turning it on for 30 minutes and then turning it off. The water gets very hot and trips the thermostat breaker.

Any advice would be appreciated.
