Broken faucet washer?

Hi All, I don't know much about plumbing. My kitchen faucet base has been lose for a few months. All of the DIY sites say to just tighten the nut underneath and that I may need a special tool for that.
However, when I looked under, it looks like the washer the nut is putting pressure on is corroded and maybe broken (am I seeing that right that it's cracked in half?).
So should I get a new washer (and maybe a new nut) and just reassemble? How do I know what size washer to get?
Is there really just one bolt/nut? It looks like there may have been two (one of each side).
I would appreciate any help anyone would be able to give me - thanks!

Also, just to clarify, this is the base of the handle-unit, which is separate from the actual faucet (see picture).

Do you know the brand .take the pics to a plumbing supply house they may be able to find securing hardware

Hmmm, so maybe it's not broken after all. I just assumed it should all the way around like a circle or oval. Maybe there's nothing wrong, and all I need to do is tighten the nut?

Squirt some WD40 or penetrating oil onto the nut and upper threads first.
Otherwise the threaded bolt might start turning with the nut, which could cause trouble.

Thanks, all! I was able to just oil it up and twist it into place. I realized I even had a hard-plastic version of the special tool need to tighten this. You all solved my problem, and I appreciate it!
