Hello

This is a flue fitted on a new boiler install from system boiler.

Can anyone offer information regarding the use of expanding foam on the internal wall and around the flu ?

Is this shoddy workmanship ?

Looks like the wall the vent penetrates is about to fall down.

No , the external wall is to be built up around the flu, the old boiler was 40 year old with a square flu.
I am concerned the internal wall has been built up using expanding foam ?

The boiler and chimney manufacturers have specs on clearances to combustibles. Some require as much as 2" all around an insulated double wall chimney pipe, while others go to 0 clearance. If yours is 0 clearance then its probably ok but a through wall flashing kit would have made it cleaner.
