Bathroom Vanity. Floor clearance?

I don't believe the code addresses the floor area under the vanity, does it?

I am planning on taking the first 12" of floor height for an HVAC return (27x12x12), then have a short vanity on top of it (think wall mounted).

Make sure that you have enough room for the p-trap , when these first out i remember having to cut hole in the floor of the vanity to accommodate the p trap , what is your rough in ??

You need 15" from center of toilet to the edge of the vanity not the center.

by rough in i meant high of drain from finished floor ?
