The parts you need to replace are seats and springs. They are located inside at the bottom of the faucet.

As far as the leaking shutoff valve, they often leak because the packing leaks after not being used for years. Tightening the packing nut, the nut just behind the oval handle, often stops the drips.
 
Take your plumbers recommendation off the back burner and buy the kit that has the cartridge and springs
and washers. Put them in and I think you will be satisfied. Also you have to back up that brass nut with another
wrench to get the nut off off the supply line. You will break those copper tubes if you dont.. Take the advise and
tighten the packing nuts on those valves.
