Basement toilet

When I bought my house the basement was plumbed for a toilet. I was going to install a toilet, so i uncapped the toilet discharge pipe and put water down it to make it drains. It doesn't! Any ideas? Thanks

only way you could get a definite awnser is a camera you could put a snake down there just to see if you could get thru what ever it is that's making that line hold water
