Arrestor on both water lines?

Should I put a water Arrestor on both the inlet and outlet of a water heater? it seems that just the cold feed line is making the noise and shaking but was unsure if I need to put one on each line.

Also the cold feed to the water heater has a ball valve to cut on/off water to the water heater, should the Arrestor be before or after the ball value?

I had a similar problem but with an internal tankless on a boiler so I added a spring loaded check valve with a union on the cold water inlet and hammer arestors in the hot water feeds to each floor add the check valve after the ball valve

If you don't know what is causing it, you should try to determine it.

I'd suggest you familiarize yourself with the possible causes as well as look at stuff like info on Arrestors. See attached link.
