Arrestor on both water lines?

Should I put a water Arrestor on both the inlet and outlet of a water heater? it seems that just the cold feed line is making the noise and shaking but was unsure if I need to put one on each line.

Also the cold feed to the water heater has a ball valve to cut on/off water to the water heater, should the Arrestor be before or after the ball value?
 
I had a similar problem but with an internal tankless on a boiler so I added a spring loaded check valve with a union on the cold water inlet and hammer arestors in the hot water feeds to each floor add the check valve after the ball valve
