I'm unsure as to how to get to the cartridge for this type of faucet handle. I see no cap to remove. Any help is much appreciated.

Sometimes the bell shaped base will unscrew, counterclockwise, and everything comes off.

If a bare hand grip does not work, you can grab with a jar cap rubber opener.
Or a strap wrench, which grips but does not scratch up the metal.
 
There are also faucet handles that just get held on by a plastic spring type of clip on the stem, you have to pull them straight up to remove, and press down hard to snap back on.

I don’t know if Am Std uses this type of fastener.
