Alarm Control Breaker Off

We had a brand new system installed a little over 2 years ago and recently found out that another customer from the same installers, discovered that the alarm control breaker was left off inside of the control box. I of course decide to check mine. Low and behold mine was left in the off position as well. Is this any kind of standard practice or were they just trying to keep from having to deal with any possible service calls?

Are you talking about a pump system with floats or another level sensing device?????????????
