100 year old lab safety shower

I am new to a school that is over 100 years old. The school's lab has a body drench hose connected to a 3/4 inch cold water line. We need to replace the hose with a safety shower, which requires (A) a 1 1/4 inch inlet and (B) the water must be "tepid". Anyone know how this can be done from a 3/4 inch hot and 3/4 inch cold water lines? Also, the psi should be between 30-90 psi.
 
Not sure why you say "the pressure should be between 30-90 psi". ??

But in any case there are mixing valves specifically designed and approved for the purpose.

Guardian and Speakman are a couple of names that come to mind for emergency showers and eyewash.
You not only require a shower but also an eyewash wash unit. A Combination unit.
If not already done so, read up on the detail requirements for these. For example the need to have at least a 15 minutes supply of tepid water at specific flow rates, etc.

EDIT: The 20 gallons per minute at a pressure of 30 lbs. per square inch for at least 15 minutes, is a very demanding requirement on the hot water source so it must be looked at carefully.

I used to design and provide these system on almost every project I worked on, many years ago.

Depending who you have available to ensure a properly designed system, you may want to consider just contacting one of the manufacturers/suppliers of these systems for guidance. They are not cheap systems.
