1 faucet take a while to get hot

I have 2 widespread faucets in my bathroom side by side. When i turn on the hot water on both at the same time, one sink gets hot water much quicker than the other one. I just changed the cartridge on the problem faucet, but it made no difference. What could the problem be? Thanks.

Ok, but let me add. This was not always the case. For a long time both sinks behaved the same. So still the pipe?
 
Might be the volume the faucet flows. Try cleaning the aerator or making sure the stop valve is fully open
