    Sink is clogged and back-pumping water?

    You may want to tell the people above you to not run any water until the problem is repaired. Their sink is draining fine so they don't notice the problem. The blockage is downstream of your drain so your sink is the lowest on the system and you're receiving the backup.

    This is a thermal expansion valve. They are more trouble then they're worth. Id remove it and cap the line, then install an expansion tank on the cold water side. Problem solved

    Need to find inspection Point from plans

    Call a local plumber with a sewer camera and locator. He should be able to push the camera to the blockage and locate. This will also help find buried cleanouts that are hard to find. The Ridgid locator and camera I use is highly accurate at pinpointing location and depth.
