Thanks guys! We found out it was a pipe to access the backflow valve however, the cap was buried under the dirt in the pipe and it had not been screwed on. Apparently, the dirt was falling in and stopped it up. Once the dirt was cleared, the cap was screwed on properly and the big pipe was place...
