Get rid of mineral buildup in sewer drain???

Use some type of acidic formula to clean the mineral build up. Be careful to not let the solution stay on the surface for too long, because it may damage the lining, but the acid will eat away at the deposits.

    Toilet bowl drains slowly.

It sounds like you may have an obstruction in your main line. This explains why toilets drain slowly even though there is no clog. Whether is it mineral deposits, tree roots or some other type of foreign object, I recommend getting the issue resolved before you have a big mess to deal with.

    Shower Doesn't Get Hot Enough

I think your problem may just be mineral build up or other obstructions in the shower pipes. The fact that the sink temperature is not affected makes me dismiss the idea that there is a temperature limit stop. Talk to your landlord, but I think cleaning the shower pipes could fix the issue.
