    That looks like one nasty sump, just a hole cut in the concrete floor. Is it lined? If you don't have a proper plastic sump I'd add that first. Maybe it's already there but invisible in the photo.

    Buy a cheap "vice grip" from Harbor Freight, or find an old one at a garage sale. Clamp it tight on the moving part; and when you think it's tight enough, use a wrench on the end to tighten it more and secure the mess with some heavy duty tie wraps.

    At some point you just give up. The more "violence" you apply to the head of the bolt, particularly with impact drivers, etc. you risk adding cracks to the glass liner of the tank. That for certain will give you trouble.

    There’s nothing wrong with aluminum wiring if it’s connected properly. It’s used for all service entrance and drops.     There ARE some panels people have that should be changed (Federal Pacific Stab-Loc amongst others including Zinsco, Challenger and Bulldog) REGARDLESS of anything as they are known to be dangerous.
