    You wouldn't have to wait if you left the tank on all the time. But that's a huge waste of energy if the cabana only gets used every once in a while. The wait time for a point of use is still 20 to 30 minutes from the time you plug it in. Even for a 6 gallon.

    Actually, if there is a leak in the shaft of the frost free hose bibb, it would only leak when the faucet is turned on. It is unlikely you would notice this on the water bill.

    Is the sprinkler system connected through a garden hose faucet or is it connected directly to the the water piping? Older frost-free hose faucets are notorious for causing vibrations due to the spring check-valve design that was popular years ago.
