Burner on natural gas tank on no hot water

Hello, I checked all the common things Pilot on, burner on But water coming through the taps is lukewarm. Could this be a thermocouple issue? Pressure appears to be fine in all the faucets in the house. I’m really confused. Any thoughts? Thanks
