You layer the the spacers with silicone. It is a pretty common practice.
They sell spacers that will rasie up a flange.
And cpvc becomes brittle over time and will fail.
You might want to try to pull the toilet and get a new wax seal on that. You never know if shifting it back over could cause something to happen.
