white noise from the city supply side

My wife says it sounds like the US Enterprise in impulse mode, I'd call it a constant hum. It remains present with the power to the house off and the water turned off. It's loudest where the water comes into the house. There's a gismo right at that point, is it the possible culprit? Is this something I should just live with or is there an easy fix?

There's nothing special about the house setup, 2 baths and kitchen, rinnai hot water heater, sprinkler system.
 
Well or city supplied water? A pic is worth a 1000 words.

That gizmo is your water meter with main shut off. It is good for you to know in case of a water line break, it is a good place to shut off water. Have you ever checked the incoming water pressure to your house.
 
Call the city and have them check to see if you have a main water line leak or if they do beyond their valve at the street.

You said you still hear it with water off to house. Where did you turn water off? The valve in your photo?

Okay! Had to know so I looked for meter manifold and it led me to Ford Meter Setter.
Main water comes in from bottom of gismo. You can almost see a valve down there,
The 2 arms coming out of gismo has incoming water flow going to the right only arm only.
Loops around to and through the meter.
Then through the angle valve.
Then back into the gismo through the left arm and up into the house.
I have never seen a meter set up like that until now.
Seen some similar ones here on PF.

Hi guys,

Mr_David - thank you for finding the proper name of what I was calling a gismo. The entire apparatus was barely accessible, causing me to lean over piles of stuff just to access the top valve. I cleared the area and found the main valve as you indicated. I've turned the water off maybe 6 times in the last 4 years but I've always used that top valve.

I'd read a post that suggested turning off the water and opening all the valves in the house. I did that, closing the valves before I turned the water back on. I'm not sure that was the intended procedure but that's what I did. When I turned the water back on the noise persisted, for a while. A day or two later I noticed that the noise was gone. Maybe that little stunt was unrelated, I can't say.

If the noise returns I'll have some things to try, first being the proper shutoff of the main valve. I'll check-in here if that happens.

I have never seen one of those gismo. Internet is amazing in what you can find if you're looking.
Sometimes you get lucky.
