Toilet flange and final inspection. Is my plumber lieing?

Hello newcomer to the forum. I am looking for some advice on recent work I had done. I hired a plumber to run a new sewer line for a toilet addition in a bathroom that had no toilet.
The 4" sewer line for the new toilet is coming out of the concrete at an angel 1/4" higher on one side. While one side is sloping flush to the concrete. The plumber informed me he can just tapcon the flange down to even it out but as its in cured concrete I doubt the pipe will level maybe just the flange. Is 1/4" slope a major concern?

Also, as I hired the plumber only for running the line which I required permits to be pulled. He informed me I can't have a final inspection on the plumbing until I finish all the drywall and install toilets. Is this correct?

if you had a permit to modify the plumbing, Then the inspector would normally want to see the plumbing before it is covered. Inspectors usually don't care what the finished room looks like. If they are inspecting drywall installation, they want to see the screws/nail pattern before the tape and mud goes on.

Building inspectors are not quality control, only code compliance.
They don't always see everything.

The un-level flange not a quality install for sure.
But not a major set back either.
As long as the bowl doesn't hit the high side of the flange when set , you should be okay. If you put tile on floor you might need an extra thick wax seal or double them up
