Shut off valve stuck on galvanized pipe

My kitchen facuet is running slow, especially the hot water side. My old hot water heater was causing debris in my lines. I replaced the hot water heater and I still have low flow in the hot and cold sides. The shower has plenty of pressure and flow. I have galvanized pipes coming from the wall that the shut off valves are thread too. I believe that the pipes may have rust in them, the shut off valves on both cold and hot are stuck, and ca I had troubled shoot the facuet.

Any idea on how to get the shut off valves off.
