Is it ok to run a dishwasher when a sink is clogged?

It is only ok if you do not mind water all over your cabinets and floor.
Not Recommended. Dishwasher drains into the kitchen sink. Usually connected to the disposal. Now here is the big kicker. If you don't have an air gap in the dishwasher drain hose and the dishwasher finishes pumping water into the sink drain, that water now sitting in the sink will siphon back into the dishwasher and onto the floor.

Never make that mistake. Why don't you just unclog the sink in the first place instead of trying to go around it?
