Loss of hot water pressure and pipes "vibrate"

When I turn on the hot water (about two full turns) the water flow is fine for 10-15 seconds, then it slows down to almost off by itself and the pipes start to vibrate, well that's what it sounds like they're doing. Then, I turn it about two more turns (now I'm at four turns) and the water flow goes back up and stays. Once the flow is up the vibrating stops. It only vibrates when the water flow is close to off.

Any ideas on what the problem is?
 
is it a sink,tub&shower,kitchen faucet? how many handles? can you tell what brand faucet it is? this will help us help you.
 
most likely to be a loose or worn washer.
Over time the edges of washer can curl upand when the faucet is opened the curled up edge flaps and causes a problem as you have described.

Check also , the Pressure limiting valve on the inlet side (cold inlet) of your hot water tank.

If the return spring fails , you will get an initial blast of normal pressure , then , over a few seconds , it drops quite markedly.

If you remove the valve and give it a try without it.

If pressure is fine and consistent, then, Replace the valve PS50-1 500kpa . Usually made by RMC
