Radiator piping fix

My girlfriend has recently been having her bathroom done, including getting a new boiler put in after the last one broke down. The boiler fitter informed us the bathroom radiator wouldn't heat fully as the plumbing had been done wrong, but the bathroom fitter refused to come back in saying he'd 'put the plumbing back in as it was before' (which, even if true, stinks of incompetent unqualified plumber that's unable to spot a mistake to me, but chasing it would probably be more hassle than it's worth).
I've never done plumbing but am practical and it looks like an easy fix to me. At the moment there's a surplus copper pipe between the two radiator ones and I gather all that needs doing is to take the small copper pipe out and replace the joints with right angles rather than T's so the hot water is forced into the radiator (rather than by-passing along the copper pipe). My question is, do I have to drain the whole system to make this change or do I just need to turn off the water mains? And if it does mean draining, is this something I'm allowed to do or do we have to get professionals in?
