Toilet fills like its clogged

I installed a new toilet in the basement about 5 days ago, used it maybe 3-4 times. Today I flushed and it filled up like it was clogged, after plunging it some water went down but when I flush it fills up like its clogged. I pulled the toilet off checked the pipe and its clear, poured water down and its flowing( not filling up). The wax ring flange wasn’t lined up 100% Could a bad seal of the flange of the wax ring cause this ? Toilet is a Kohler Elmbrook
 
How did you check the drain pipe to prove it is clear?
Pouring water in there proves nothing.
Water will flow right through a partially blocked drain.

This is a basement toilet.
Does it drain directly into a sewer line, which could be clogged many feet away.

Does it drain into a sewage ejector pit?
The drain line could be clogged, pump failing, check valve defective.

Your wax ring might be sliding across the flange opening as you set the toilet.
Try snaking with a toilet auger.

You might just be flushing huge dumps with too much paper, and causing log jams.
 
Dont use a plunger to clear a toilet like jeff handy mentiined there ard 3'+6' augers out there i have a rigid 6' normally wheni pull a toilet i run the auger thru the toilet both ways and che the outlet for dedris.
Do you keep anything on top of the tank cover
flush thd toilet using toilet paper when testing like mentioned before evdn a partionally clogged toilet will flush

Run the auger down the drain were the toilet sits
you can also get a longer water supply on the toilet feed and turn the wster on and test theopentoilet drain
 
I poured a bucket of water down to test it. There was water at the bottom of the pipe but it didnt fill up. This morning there was no standing water in the pipe. A plumber on the job told me today you prolly have a partially clogged drain if there was water in the pipe and it didnt fill up. He said get some green gobbler pour it down wait a few hours then pour buckets of hot water down, if that doesn’t work he will come by and snake it. I did what he said with green gobbler waited about 4 hours and poured about buckets of hot water down, it seems like it worked. Gonna put the toilet back on and test it out. Thanks for the help guys.
 
Before you reinstall take the toilet supply aim it into the flange pipe turn the water on and let the water run for a while and see what happens
