So I have a 2 year old 50 gal Rheem electric water heater that was discharging luke warm water. I figured it was an element issue, long story short both elements and both thermostats have been replaced, the upper thermostat twice. But still luke warm water. It's got plenty of power on both legs of the 240, both are pulling 18amps while unit is running. I called Rheem today and they claimed it had to be the upper thermostat issue 603577387.jpg and would send a replacement part, then hung up on me. Im at a loss for what could be the problem. Does anyone have any ideas as to what the problem could be?

Are you letting the top element run first and then making sure the top thermostat is turning on the bottom stat after the top
is satisfied.???

Possible bad dip tube or not one at all. If the dip tube is bad,it lets the incoming water mix with hot and you will only get warm water.
