kick space heater help

Hi all,

I bought a house last fall and the kick space heater in the kitchen has never worked. Hot water was not reaching the unit and after a little research it seemed it was plumbed incorrectly. I changed the location of one of the tee fittings but it still isn't getting hot water flow. here is a diagram of what I'm working with
one thing I find odd is as the system is heating up the the second tee (the monoflow) to the kitchen radiator is the line that seems to heat up first.

The lines for the toe kick heater should connect to the main, not to the lines for the other radiator.

No heat? Sure there's no restriction at radiator, not plugged up?

If ok, add a valve on line connecting tee and monoflow tee. Adjust amout of water passing through radiator, thus heat, by adjusting valve.
