I have lived in my house for 5 months and my effluent filter has clogged twice.

The company that installed the filter and services it every six months for many years is stating the problem must be constant running of water into the tank through a leaking toilet or otherwise, and that is not allowing solids to settle which then clog the filter.

Another company that came to clean the filter this time is stating the problem can be fixed by changing the filter to a much a larger one that would offer more service area and clog less.

Any opinions as to which if any is more believable. We are new to septic and are fairly cautious. We only have two people and a small child in the house. We do not flush anything that is not supposed to be flushed. We have used 2 ply septic safe toilet paper and will be changing to single ply for now.
 
I would try to either confirm or disconfirm whether there is, in fact, "constant running of water into the tank". If it was from a toilet I think you would hear it at the toilet. If you had access to a main line cleanout, that could be a way of detecting if water is always running.

I would also research the typical filter mesh recommended/used for your system.
