Possible faulty valve in radiant heat plumbing

I don't see a specific category for heating with radiators, a bit surprised as it definitely involves directing the movement of water.

I have some longtime clients who have purchased a condo in a sort of live/work complex in the SOMA part of SF. They're not getting heat to one room and showed me a suspicious valve:

Here is the unit that, ideally, moves the valve as desired:

No matter the input, manual or otherwise, on the controller you can still feel noticeable hotter brass/copper on one side of the valve than the other.
