Pipe vent caps or pressure gauge?

Hi everyone, I have recently purchased a home in Tennessee and the home inspector pointed out the caps in the photo attached. Can someone tell me what they are and what they are used for? Thank you.

 
They shouldnt be there. It means none of the fixtures are vented outside. Those are plugs with a wingnut and i cant imagine why they are there.

Thank you for the response wood4d. The home inspector said he thought they may have been used for testing pressure but someone forgot to remove them after testing. Surely they haven't been there since the early 90s.
