Help identify/explain strange setup in commercial building sewer pump holding tank

I work for a library district. One of our buildings is from the mid 1950's and has two pumps in the basement to eject the sewage. The inlet into the holding tank has this strange setup with an open box and two valves on two four inch pipes. If anyone can identify what this is and explain what it is supposed to do I would appreciate it.

It looks like a pair of pumps in parallel, which then feed a manifold which combines the two discharges into one line.

The two vertical pipes at the top of the picture are where the sewage is discharged up out of the holding tank. The inlet comes from the bottom of the picture, goes through the box, through two valves then through the two horizontal pipes. You can see the valve handles. These pipes are not attached to the pumps which are submerged.
 
I've seen a few old industrial type sewage pumps and ejectors in my travels but never saw anything like that before.

My first thought was that box was controlling what was going into the pump suction but as you said, those 2 connecting lines don't go anywhere.

I take it this system is still functional.

I would definitely clean out all that junk in there.

Yes, still functional. I never knew what this setup was but I'm not a plumber. When the plumber said he had never seen anything like it, I got curious and posted it here. Yes we have it cleaned out but our library patrons at this library like to flush the strangest things. It builds up quickly.
