Toilet not flushing all the way

OK. I hope I'm not breaking any rules or anything, being new to this forum.
I posted a week or so ago about the water level in my bowl. Well, after more research, the level is fine.
My real problem is it isn't flushing all the way.
Here is what I've tried so far:

1) I replaced the flapper (twice) and made sure the slack in the chain is not too much, nor too little.
2) I rodded with a toilet rod that I've had for some time.
3) I shut off the water, and poured about 3 gallons of water right down the bowl. I drained quickly. I soaked up the remainder so the bowl was dry. I then used tubing and CLR to clean out the holes under the lip from the inside. I them poked through them, carefully, from the outside. A couple were clogged badly, but I opened them. Still, same thing.

If there is a clog further down the pipe, would the water I poured in quickly have drained as fast as it did?
I just don't want to call someone out if there is still something I can check.

sound like a flapper issue if the chain is to long it wont pull the flapper up enough.... if its the wrong flapper it wont work if you know the toilet brand inside the tank there are numbers stamped and printed usually a series of 4 #s if your not sure take a pic of the numbers and bring it to a PLUMBING SUPPLY HOUSE not hd/lowes
 
Are you able to flush it with the cover removed so as to allow you to see what's going on with the flapper?

Yes. It looks like the flapper stays up until the tank is mostly emptied before dropping. I don't think is is dropping prematurely, but I don't know for sure.
 
I replaces the flapper with a Briggs, the toilet brand, but it's the same. Even though everything is going down (with at least 2 flushed for solids), could there still be a partial blockage? Even based on what I have already done? I just don't want to spend the money on having it rodded out if that's not the problem. Thanks.
 
have you pulled the toilet and run the auger thru it to see if there is anything at the horn maybe the auger is pushing something and bouncing by it...if you flush only twice and it backs up its the toilet and you can rent a snake at any hardware store if you feel comfortable using one the cable size would have to be at least 3/8 "
 
If you poured a bucket of water in the bowl and it went down then it is probably not plugged up. Check your water level line and
make sure you have enough water in the tank. Try holding the handle down so the flapper can't go down and see if it flushes.
 
If there is an obstruction in the bowl, not waste but a foreign object, water can pass through and make the toilet look fine. You can slide a snake right by a toothbrush or small bottle of toothpaste and not know it’s there. But water will flow right by. Either camera it or pull it. If you have a tub tight next to the toilet and it’s not backing up, chances are it’s in the bowl.
 
I agree with you 100% but I took for granite that he was just flushing the toilet with water and not toilet paper too.
If he has checked everything suggested then he probably could use a new toilet that's not full of lime buildup in the
ports.
 
How old is the toilet? If it's old and you have hard water the jets could be so built up with mineral deposits that water can't enter the bowl fast enough to flush, and especially if the main jet is restricted. If that's the case it's time for a new toilet.
