What the heck is this?

I looked under my sink this morning, and part of the underside of the sink seemed to be peeling off. When I got a good look, I saw that there were two "patches" located on the underside of the sink. The patch on the right in this picture was peeling off. I felt under the patch to see if it was wet; it was not. The left patch seems intact; the right patch was peeling off the bottom of the sink. Likewise, the covering (it looks like a paint) on the right patch is peeling off too. I restuck the right patch onto the bottom of the sink, and held it there with a temporary support.

Does anyone have any idea what these two patches are and why they are there? The patches feel like a rubbery guard almost, but I have no idea what they would be protecting against.

They’re there to dampen the sound on stainless steel sinks
 
Yep. Sound deadening pads. You can replace with a tacky spray and any rubber insulation material, if it bugs you enough.
