I have a small commercial building and the hallways smell like a sewer .

It might be coming from the air vent or it must just be pushing bad air already in the hallway.

Hired a plumber a while back and he just made sure the toilet were property fitted but did not do much after that and never found the problem.

What else can I try to stop this most heinous smell.

Inspection camera? Smoke bomb?,etc???

do you have floor drains in the bathrooms?????
how about a fire sprinlkler system...system....when you drain the system to work on it usually there is whats called a stand pipe
how about janitors closets...are all the sink being used all the time???
check your mechanical room the would be floor drains in there
all traps have to have water in them
is there a commercial kitchen or coffee shop....floor drains here too....check the easy stuff first

is this a new problem?????or a condition that was existing

A stand-alone ice maker typically drains into a open ended trap equipped with a trap primer. Trouble is in my old office bldg it was common for the Trap primers to fail.
So like Geofd says, look for any thing that could a have a trap that dried out.
