Hot water fading until faucet turned on, help!

We have 2 water heaters 50 gallons each with a small pump that keeps the hot water circulating and the all of it is located on the first floor in the garage. We live primarily on the second floor and when taking a shower or filling the garden tub the hot water goes away no matter how far you rotate the handle. To get it back you can turn on the hot water on one of the sinks a quarter turn and the hot water in the tub or shower comes back. What is causing this to happen? Both water heaters are working fine and there is more than enough hot water. But the sink runs cold even though the hot is turned on. Any help will be appreciated.
 
Would that cause the shower to go cold and then heat back up once you turn on the faucet?

do you have the same fixtures in other bathrooms ???????
 
if both fixtures are affected and everything else is working fine it may be a circulation issue if those are the only fixtures that are not staying hot is this a new issue or one that's been there all along

Only one pump and it is new. I figured it might be a circulation issue because of how the water gets hot when you cut on a hot water faucet. Like cutting it on releases pressure allowing the water to circulate.
